When Career Criminals see a Police car they see only money. 

Criminals will provoke Officers to arrest them, then Resist Arrest. Have another Criminal filming nearby, not the entire incident, just the Cops reaction. When the Ofc. reacts above criminal will get Millions. ( All a game; see police, see money, start trouble, pay day. ) 

Criminals edit the tapes. Just to make it seem worse .. 

Never showing what the Criminal himself did ..
